About port forwarding, broadband/router?

I just wanna make this clear. port forwarding involves the router or the main broadband where the internet comes from? because in here the internet connects to a router then to the two pc. I followed the instructions found in portforwarding.com and everythings ok. this comp is already in static ip. the routers brand is ENCORE ENRTR-104(dont know if its the right brand but I just based it on the picture from the website where we bought it but ofcourse not on the net but on mall). but whenever I try to access the router and entered the password blank, i cant access. but when I entered the username and password meant for ENCORE SOHO, I accessed and a broadband router shows.is this correct?.its connection type is dynamic ip but i guarantee that mines is static. so what will I do know? any help? (SORRY FOR THE BAD ENGLISH)
