Whats the deal with immigration?

if sec.237a says a single C.I.M.T. is only deportable within 10yrs of gaining L.P.R., and i recieved one 18yrs after recieving L.P.R. am i deportable?? i was given choice of voluntary departure but am wondering why i was put into removal proceedings in the 1st place if the immigration law says that?
